Based on its recently published proposals, the National Election Office also considers the introduction of domestic civilian election observation in Hungary to be of utmost importance. According to point 11 of the proposal package:

Domestic observers It is a constant criticism of international observation missions that the Hungarian regulations do not comply with the requirements of the OSCE Copenhagen Document (point 8) and the Venice Commission Code of Good Practice in Electoral Matters (point 3.2) ensuring the participation of domestic observers. We therefore recommend that NGOs registered by the NVI, whose registered objectives include election observation, be allowed to entrust domestic observers to monitor the legality of the voting and the electoral process.

It will be important that the legal framework for observation will regulate in detail the rights and obligations of observers and create a transparent accreditation procedure for them. Our foundation has a comprehensive set of proposals on these, which it is ready to share with the NVI and the Ministry of Justice ahead of the upcoming electoral reform.
