The curriculum comprises eight interactive modules using modern e-learning methods: short, focused instructional videos explain the relevant legislation and technical information, while practice quizzes at the end of each section reinforce and test what participants have learned. The platform also includes downloadable aids and detailed guides.

 

The curriculum covers the full election process:

• duties before election day

• tasks from the 6 a.m. opening of polling stations through to the closing of polls

• the precise methodology of counting ballots

• and a clear explanation of rights and obligations

 

​It places particular emphasis on handling extraordinary events and recognising irregularities, enabling volunteers to act confidently and with legal awareness in critical situations. This innovative digital infrastructure makes it possible to prepare thousands of citizens simultaneously, creating a professional foundation for civic election oversight.

 

In 2026, more than 3,000 people completed the online training, including delegated ballot counters from all five parties competing in the election, appointed members of ballot-counting committees, accredited international observers, and non-official election observers.
